This month’s issue of the Monthly Intelligence Report covers incidents that took place between February 1 - 28, 2025, in three focus regions:

Focus topic: The Houthi threat in the Red Sea and the Gulf of Aden

In January, the Houthis in Yemen announced a pause in their campaign against merchant ships in the Red Sea and the Gulf of Aden. At the same time, the Houthi leadership has repeatedly stated that they have “the finger on the trigger” to maintain pressure on Israel. In this month’s focus section, we are looking at the current level of maritime traffic in the Red Sea, whether there has been an uptick already and at conditions that would be required to allow a return to pre-crisis levels.

In addition, the report provides a brief update on the maritime implications of the war in Ukraine.
