This month’s issue of the Monthly Intelligence Report covers incidents that took place between September 1 - 30, 2025, in three focus regions:

• Western Indian Ocean (including the Persian Gulf)

• South East Asia

Focus topic: What now for Yemen’s Houthi regime?

This month, we are taking a look at possible scenarios for developments related to the Houthi regime in northern Yemen and the potential impacts in the maritime environment. Various factors have to be taken into consideration, including – but not limited to – internal issues, rival factions in Yemen, the position of regional stakeholders (namely Saudi Arabia and the UAE) and direct attacks by external actors such as Israel and the United States.

In addition, the report provides a brief update on the maritime implications of the war in Ukraine.
